If your computer won't turn on, in many cases it's not as serious as it seems. But it's also not usually something that can be solved by random testing.

Update: when it doesn't turn on after a power cut, storm, or power surge
If the failure appeared after a power cut, storm, or electrical incident, it's advisable to disconnect the computer and avoid repeated attempts. A power strip or protector can reduce certain risks, but they don't guarantee that the power supply and motherboard are always protected.
From the outside, a faulty power supply and a motherboard with a short circuit can produce the same result: when you press the button, nothing happens or the computer tries to start and stops. The moment it happened provides a clue, not a diagnosis.
Power supply or motherboard: why you can't tell by looking
A power supply can deliver some voltage and still fail under load. It can also protect itself and not start if it detects a short on the motherboard or a connected component. That's why it's not enough to see if a fan spins or to do a jumper without load.
Diagnosis is done by isolating circuits and components in an orderly manner: main power, CPU power, memory, graphics card, peripherals, and case connections. If a power supply starts when a specific line is disconnected, that may indicate that the protection was acting, but you still need to determine if the origin is on the motherboard, processor, wiring, or the power supply itself.
We do not recommend opening a power supply. It can retain dangerous voltages even when disconnected.
Three different situations that are often called "won't turn on"
- No reaction at all: check outlet, cable, button, power supply, and possible short circuits.
- There are lights or fans, but no image: the problem may be in RAM, graphics card, motherboard, CPU, monitor, or connections.
- Image appears, but Windows doesn't boot: it's no longer a pure power-on failure; check storage, system, and boot configuration.
Separating these three situations avoids replacing parts by intuition.
What you can check without disassembling half the computer
- Try another outlet and verify the power cable.
- Disconnect USB accessories and non-essential peripherals.
- Observe if there are lights, beeps, fans, or brief boot attempts.
- Note what happened just before the failure: move, cleaning, new part, power cut, or update.
- If there's a burning smell, sparks, liquid, or power cycling, disconnect and don't insist.
If repair isn't worth it: what can be reused
Just because the motherboard has failed doesn't mean the whole computer is lost. Depending on compatibility and condition, disks, SSDs, RAM, graphics card, optical drives, fans, or even the case can be reused. Each component must be checked before installing it in another computer.
Disks deserve special care because they contain data. Before moving them, it's advisable to assess their condition and have a backup. If the drive is encrypted with BitLocker or another system, the recovery key may be needed to access it from a different computer.
The power supply should only be reused if it has been verified and is suitable for the new computer. When there's suspicion of an electrical failure, moving it without checking it can put new components at risk.
The decision isn't always "repair or throw away"
A diagnosis also helps you decide with information. Sometimes it's worth replacing a power supply or fixing a connection; other times, the age and cost of a motherboard make it more reasonable to change computers and transfer data or useful parts.
